This regulation amends the United Nations Sanctions (Somalia) Regulation 2019 (Chapter 537, subsidiary legislation CG) to implement the resolution 2662 (2022) adopted by the United Nations Security Council (UNSC) on 17 November 2022, which made several decisions regarding Somalia. On 9 December 2022, the UNSC adopted resolution 2664 (2022), which made changes to the above-mentioned decision.
The amendments relate to:
(a) Prohibiting the provision of technology necessary for the production or use of certain improvised explosive device components; and
(b) Prohibiting certain individuals from entering or transiting through the HKSAR
The amendments also relate to the following licensed provisions:
(a) Supplying, selling, transferring, or transporting weapons or military equipment to Somalia;
(b) Providing technical advice, financial or other assistance, or training for military activities;
(c) Providing any funds or other financial assets or economic resources to certain individuals or entities, or providing any funds or other financial assets or economic resources for the benefit of such individuals or entities; and
(d) Dealing with funds or other financial assets or economic resources belonging to certain individuals or entities, or dealing with funds or other financial assets or economic resources owned or controlled by such individuals or entities.
