The Hong Kong Monetary Authority (HKMA) has set expectations for talent development practices in Authorized Institutions (AIs) based on a survey with major retail banks. The HKMA emphasizes competence and ethical behavior in its Supervisory Policy Manual (SPM) module CG-6. They have reviewed talent development practices in retail banks and identified four key areas: manpower planning, upskilling, reskilling, and talent recruitment. AIs should assess their practices against these expectations and address any gaps. The HKMA will conduct an annual Talent Development Survey and update the SPM module CG-6 for further guidance on talent management.
